Each object on a page sits on a different layer. Layers are like pieces of transparent paper that are stacked on top of each other. You can arrange the objects so that you can see all of them through the paper, or overlap them in different ways.
As an object is moved, it can overlap objects on lower layers. Even when they do not overlap, objects are on layers that stack on top of each other. You can rearrange the stacking order to create your design and arrange the objects for things like slide shows.
The BringTo commands in the Page Layout Tab allow you to bring objects forward or backward through the layers. You can also use the right click Selected Object Menus to perform these commands.

Move an object to the top or bottom of the stack
Move an object up or down through the stack
When you move an object forward or backward through the stack, you won’t see a difference unless the items are overlapped.
